North Texas 3-Share Plan

The North Texas 3-Share Plan offers low-cost healthcare benefits for uninsured employees of small businesses located in Dallas County through the Parkland Health & Hospital System and its Community Oriented Primary Care Clinics (COPCs). The Plan's genesis was founded on an Order of the Dallas County Commissioner's Court that appointed District I County Commissioner Maurine Dickey as the Court Liaison for Regional Health Care Issues. Her charge was to work with local citizens and representatives of other North Texas Counties to develop and discuss options to address regional issues. The Court engaged the Texas Health Institute to assist in the formation of a community coalition, which now has nonprofit status. The 3-Share Plan is the first initiative. It is one component of the North Texas Region's goal to "RAISE" the quality of and access to healthcare by providing: Regional solutions, Access for all, Incentives for personal responsibility, Sound use of resources and Education about consequences.
